Have you ever called tech support screaming, "The Internet is down!" only to hear the technician reply, "The Internet is fine, now let's check your computer."
Well, sometimes it's your computer or your connection to the Internet, and sometimes parts of the Internet are down. The above link leads to the Internet Traffic Report, specifically the report for major routers on the Internet in America.
As I write this, some major connections to or through the Internet, specifically those in Iowa, Idaho, Maine, New Jersey and Texas, are completely down.
If you are trying to bring up a site hosted in Texas, for example, it might not come up at all at this moment. What it will do to your connection if you live in Texas I don't know.
Because support people are given scripts to read off in response to everything you say, ask, or have a technical problem with, and because many of them may never have heard of the Internet Traffic Report, it may not do you any good to tell your technician about this.
What you can do is reboot and see if you can bring the site up, see if you can bring other sites up and see if you can get e-mail. If everything works but a particular site, it might be that site, or it might be an "accident" (technical issue) on some "major intersection" (Internet router) that has caused a "traffic jam" (the Internet really is down, sort of) in that neck of the woods.
